Movement and Transport

1. The group's remit is to develop policies, after consultation with local residents, workers and stakeholders, with the objective of improving means of movement and transport around the parish consistent with the Cherwell Local Plan.
The Cherwell Local Plan seeks to reduce dependency on the private motor car as a mode of travel, especially single occupancy car use, by:
- reducing people's need to travel;
- maximising opportunities to use public transport;
- minimising additional levels of road traffic and air pollution.
The group's remit accordingly also extends to considering the scope for encouraging walking, cycling and car sharing.

2. The group's members are Hugh Blythe, David French, Yngve Granne, David Morris and Mike O'Brien.

3. Evidence gathering to date has included the following methods:

3.1 Asking questions at the initial public drop-in event on 21-23 November 2013 concerning:
    Bus services
    Access to train services
    Village road system
    Traffic management
    Cycling and cycle paths
    Walking and footpaths
    Parking in Deddington
There were 218 responses to 13 questions raising 248 issues and concerns.

3.2 Consultations with relevant stakeholders, primarily through bilateral meetings. These are ongoing.
Several meetings have been held with officers of Oxfordshire County Council, which was identified as the principal M&T stakeholder on account of its responsibility for:
    Traffic and highways
    Pavements
    Parking
    Rights of way
    Cycle tracks
    Subsidised bus services

Another meeting was held to obtain a police perspective on highways and road safety issues in the parish. The group has also met Stagecoach executives to discuss the potential for enhancements to the S4 bus service and better responsiveness to passenger needs.

3.3 Based on the forgoing community input, the group developed 15 movement and transport related questions for inclusion in a parish questionnaire, and 4 questions for inclusion in the youth version. The adult questionnaire, which was conducted in October/November 2014, was completed by 59% of residents. The M&T section included questions about bus services, parking, traffic calming, walking, cycling and car sharing.

4. The responses to the M&T questions were analysed, including 1,933 'free format' comments and the group developed draft M&T goals and objectives for community consultation at a second drop-in event.

5. There was further stakeholder consultation and draft M&T policies were developed for consideration for inclusion in the draft Neighbourhood Plan itself. These emerging policies were the subject of a third drop-in event in November 2015.
